Canada aims to speed up nation‑building projects and forge a single, more connected economy by fast‑tracking major infrastructure through federal‑provincial cooperation.
As part of that push, Ottawa plans to negotiate co‑operation agreements with any province that wants one to deliver a “one project, one review” model — a single assessment process in which federal and provincial authorities work together to meet environmental and Indigenous‑rights responsibilities while cutting duplication.
The Impact Assessment Agency of Canada (IAAC) has posted a discussion paper describing how it would partner with provinces on assessments under those co‑operation agreements, and what such agreements might include — for example, commitments to efficient timelines and use of the full suite of co‑operation tools in the Impact Assessment Act on a project‑by‑project basis. The agency is asking Indigenous groups and the public to submit feedback. The document can be accessed here.
IAAC says additional public comment periods for draft agreements with specific provinces will be announced when available
The public can comment on the co‑operation approach paper via the Let’s Talk Impact Assessment webpage. The deadline for submissions is October 20, 2025 at 11:59 p.m. ET.
