MONTREAL – The Quebec government has partnered with one of Canada’s leading firms in risk management and contractor compliance to develop a platform to help Quebec-based suppliers bid for Plan Nord contracts. Plan Nord is a central plank of the government’s policy to promote investment in the north of Quebec. Focusing on the rich mineral potential of the region, the government wants to make sure that the estimated $50 billion in public and private investment will deliver real benefits for the province. Part of the government’s commitment around Plan Nord was to set up the Société du Plan Nord to deliver the plan and maximize the economic potential of the investment, particularly for local communities in the territory. This office will also ensure that local and regional businesses and Quebec companies are aware of the opportunities surrounding Plan Nord. The Société du Plan Nord has chosen Quebec company Cognibox to develop an online marketplace giving a window to all the opportunities and contracts being awarded by the public and private sectors. Cognibox has worked with the Société to build a custom platform that helps smaller, local suppliers become much more involved. Furthermore, it ensure companies across Quebec can easily see where there is need for their goods and services. This online marketplace will provide a single location for useful resources, including:
  • Tenders for public and private sectors related to Plan Nord projects;
  • A directory of public and private buyers’ policies, the status of their project development, and their specific needs for products and services;
  • Buyers’ qualification process to enable suppliers to bid for contracts;
  • News, business opportunities, newsletters, studies, reports and advice regarding Plan Nord;
  • A calendar of upcoming events.
The aim of the Plan Nord is to promote the potential for mining, energy, tourism, and social and cultural development in Québec, north of the 49th degree of latitude. It will create jobs and wealth for northern communities and for Québec as a whole, while ensuring respect for the northern population and the environment. By harmonizing the economic, social and environmental aspects of the Plan Nord, the Québec government intends to make it a responsible, sustainable and unifying project for Québec society.
